This is a common question, both for cellulite prevention and overall health as well and the answer could not be other than a straightforward, sugar is worse than fat for cellulite.
Firstly, there are good fats, i.e. omega-3 fatty acids (flax seeds, chia seeds, walnuts, oily fish etc), which are protective.
Furthermore, neutral fats (e.g. extra virgin olive oil, nuts, avocado) are fine as long as they are not over-consumed.
And there are okay-ish fats, such as seeds and seed oils, which have to be consumed in small quantities.
But even when we compare bad fats (i.e. saturated fatty acids) white and brown sugar are still worse - even honey, fructose and agave syrup, which are probably even worse than plain sugar (sucrose), due to their high content of fructose.
(Of course, everyone now knows that high fructose corn syrup (HFCS) is one of the worst things you can put in your mouth.)
Only when we consider nasty fats (trans fatty acids, ANY fried oil of ANY type), sugar starts looking not as bad.

Sugar raises blood glucose levels AND insulin levels, upseting blood glucose homeostasis and consequently overall hormone balance, characterised by hyperglycaemia alternated by hypoglycaemia.
Combined with inactivity, hyperglycaemia and hyperinsulinemia lead to direct deposition of triglycerides (fat) into adipocytes (fat cells), especially in the gluteofemoral hypodermis (deep skin layer of the bum and thighs).
Over months or years this leads to the appearance of cellulite.
Certainly fat can have a similar effect but it is not nearly as addictive or as disruptive to hormonal balance.
Neither fat causes glycation, which results in collagen and blood vessel damage and overall ageing.
So shall I focus on eating more fat then?
Nope. We should all be focusing on eating more vegetables, berry fruits, oily fish and lean protein primarily. And of course some low GI carbs, monounsaturated fats secondarily. And some naughty foods, like the ones containing sugar or unhealthy fats, only occasionaly.
